Workshops – Proposed Amendments to the Regulation for the Reporting of Criteria Air Pollutants and Toxic Air Contaminants (CTR)

In
December 2018, the California Air Resources Board (CARB) adopted the newly
established “Regulation for the Reporting of Criteria Air Pollutants and Toxic
Air Contaminants” (or CTR), which became effective on January 1, 2020. CARB
staff has scheduled a series of workshops in February 2019 to discuss proposed
amendments to CTR, which would expand the applicability requirements and
increase the number and types of facilities subject to emissions data
reporting. These amendments are necessary to ensure accurate and comprehensive
inventories to support CARB programs, and improve data transparency and public
data access.
The
main focus of the workshops will be to discuss the proposed expanded
applicability provisions, why they are needed, what additional sectors and
sources will be affected, concepts for the proposed applicability thresholds,
and options for abbreviated reporting where appropriate. We encourage your
participation in these workshops and CARB’s ongoing public process for
consideration of these regulatory amendments. CARB will consider public
comments provided at the workshops and during the public comment period prior
to staff presentation of the proposed amendments to the CARB Board. We anticipate
presenting the proposed amendments to the CARB Board for consideration in
mid-to-late 2020.
We
have posted the workshop notice on our website, which provides additional information
regarding the updates and the current adopted regulation. Prior to the
workshops, we will also post the staff workshop presentation and the draft
proposed amendments to the CTR text. We invite you to join us at the dates
