Health Risk Assessment Capacity Building Session Information

Image
The California Air Resources Board (CARB), Transportation and Toxics Division (TTD) is hosting an afternoon session in December to present an introduction to Health Risk Assessments (HRA). HRAs are used by a variety of government agencies to evaluate the potential health impacts of air pollution emissions. They are a useful tool to help inform decision-making regarding whether action should be taken to reduce emissions and their associated impacts. For this reason, CARB is hosting a capacity building session to better equip attendees to understand the uses of HRAs and significance of information they provide in decision making at various levels of government. The session will consist of an approximately thirty-minute presentation that will cover: Background on what the Air Districts are responsible for versus what CARB is responsible for. A high-level overview of what HRAs are, why they are conducted, and what information we get from them. Who is required to conduct HRAs? How CARB, loc

CARB Commercial Harbor Craft Regulatory Development

Image
The California Air Resources Board (CARB) has proposed amendments to the Commercial Harbor Craft (CHC) Regulation for the Board to consider on November 19, 2021 . The amendments would achieve additional emissions and health risk reductions by introducing zero‑emission operation requirements for some harbor craft, requiring more stringent performance standards for in-use diesel engines onboard harbor craft, and expanding the requirements to additional vessel types. The Proposed Amendments would provide an 89 percent decrease in diesel particulate matter (DPM) emissions, and a 54 percent reduction in oxides of nitrogen (NOx) emissions from harbor craft statewide by 2035. For more information on the Proposed Amendments, please see the fact sheet linked below. https://ww2.arb.ca.gov/resources/fact-sheets/proposed-amendments-commercial-harbor-craft-regulation . This hearing will be the first of two Board hearings, where the Board may give staff direction to return with a modified prop

CalEPA October 2021 Public (Online) Workshops on Identification of Disadvantaged Communities

Image
The California Environmental Protection Agency (CalEPA) invites you to participate in virtual public workshops to discuss the draft proposed update to its designation of disadvantaged communities. Senate Bill (SB) 535 (De León, Statutes of 2012)    directs CalEPA to identify disadvantaged communities for the purposes of targeting a portion of investments within the California Climate Investments program, which is funded by Cap-and-Trade auction proceeds. Based upon several years of community outreach, public workshops and stakeholder feedback, CalEPA is releasing a proposal for identifying disadvantaged communities, and with support from the California Air Resources Board (CARB) and Office of Environmental Health Hazard Assessment (OEHHA), is hosting the following two identical workshops to receive input and feedback on how disadvantaged communities should be identified in California. The workshops will be held virtually using the Zoom platform. Please use the hyperlinks in t

New Zero-Emission Truck Regulation Will Speed Up Reduction of Harmful Emissions of Air Pollutants and Help Meet California Clean Energy Vision

Image
The California Air Resources Board (CARB) has a long history of working to clean up dirty heavy-duty trucks. However, there is still work to do as trucks remain a large contributor to poor air quality in the state. While medium- and heavy-duty vehicles make up less than 7 percent of the vehicles registered with the DMV, they account for 80 percent of the state’s diesel pollution and 50 percent of smog-causing pollution. Over 90 percent of all Californians breathe unhealthy air from one or more pollutants throughout the year and overburdened communities suffer the most health impacts from truck pollution. To address this, CARB is working on a new regulation to make trucks and buses the cleanest they can be by transitioning to zero-tailpipe emission technologies. CARB recognizes that better regulations are written when all voices are heard and there are several ways for your community to be involved. The proposed Advanced Clean Fleets Regulation (ACF) is now in the development stages and

El Monte Union High School District Celebrates Progress in Implementing $9.8 Million Clean Mobility in Schools Grant

El Monte Union administrators joined with representatives from the California Air Resources Board (CARB), project corporate partners, state and local officials, and clean air advocates to cut a ceremonial ribbon on the initiative that puts into action California’s promise to drive zero-emission technology to support air quality and combat climate change. Congratulations to the El Monte Union High School District for serving as a model for how that zero-emission future could look! The goal of the Clean Mobility in Schools Pilot Project addresses multiple community concerns, including advancing environmental education, fostering clean mobility behavior changes, and improving the school community’s air quality and public health. CARB awarded these grants to three school districts
