Freight Transport

CARB is working with agency partners and stakeholders to implement a broad program that includes regulations, incentives, and policies designed to support the transformation to a more sustainable freight system and reduce community impacts from freight operations in California.



2022 Amendments to the Transport Refrigeration Unit Airborne Toxic Control Measure (TRU ATCM) – Part 1

In February 2022, CARB adopted amendments to the TRU ATCM to achieve additional emission and health risk reductions from diesel-powered TRUs. The amendments focus on transitioning truck TRUs to zero-emission technology and include California's first zero-emission off-road fleet requirement. The effective date of the 2022 Amendments is October 1, 2022.

2022 TRU Part 2 Technology Assessment

CARB staff developed the 2022 TRU Technology Assessment to understand the current and projected development of zero-emission technologies for non-truck TRUs (trailer TRUs, domestic shipping container TRUs, railcar TRUs, and TRU generator sets), which will help support efforts to meet CARB’s long-term air quality and climate change goals.

Advanced Clean Fleets (ACF) Regulation – Proposed Drayage Truck Requirements

New drayage truck requirements were proposed as part of the regulatory package for the ACF Regulation. The goal of this regulation is to achieve a zero-emission truck and bus California fleet by 2045 everywhere feasible and significantly earlier for certain market segments such as last mile delivery and drayage applications. Staff will return for a second Board hearing with a final proposal in Spring 2023.

Proposed In-Use Locomotive Regulation

CARB is developing a regulation to reduce criteria pollutants, toxic air contaminants, and greenhouse gas emissions for locomotives in-use. The proposed regulation was presented to the Board in November 2022. Staff will return for a second Board hearing with a final proposal Spring 2023.
