CARB Commercial Harbor Craft Regulatory Development
The California
Air Resources Board (CARB) has proposed amendments to the Commercial Harbor
Craft (CHC) Regulation for the Board to consider on November 19, 2021.
The amendments would achieve additional emissions and health risk reductions by
introducing zero‑emission operation requirements for some harbor craft,
requiring more stringent performance standards for in-use diesel engines
onboard harbor craft, and expanding the requirements to additional vessel
types. The Proposed Amendments would provide an 89 percent decrease in
diesel particulate matter (DPM) emissions, and a 54 percent reduction in
oxides of nitrogen (NOx) emissions from harbor craft statewide by 2035.

This hearing
will be the first of two Board hearings, where the Board may give staff
direction to return with a modified proposal. This is an opportunity for all
voices to be heard—those of community members, members of the general public, and regulated
stakeholders. It will be a remote only
