Proposed In-Use Locomotive Regulation

 September 21, 2022 The California Air Resources Board (CARB) has successfully introduced several programs to transform California’s freight transportation systems to reduce community impacts from the movement of people and freight. However, there is still work to do as the freight transportation network expands and locomotives remain a large contributor to poor air quality in the state.   CARB is proposing the In-Use Locomotive Regulation to reduce criteria pollutants, toxic air contaminants, and greenhouse gas emissions from locomotives in-use. The 2023 Department of Pesticide Regulation (DPR) Research Grants and Alliance Grants Program Solicitation periods are currently open! This year, DPR has funding of $4.65 million to support the State’s goal of transitioning to system-wide adoption of safer, more sustainable pest management practices. The Alliance Grants Program provides annual funding for projects that promote or increase the implementation, expansion, and/or adoption of effective, proven, and affordable integrated pest management (IPM) systems or practices that reduce public health and environmental risks in agricultural, urban, or wildland settings through Alliance Teams. The Research Grants Program provides annual funding for projects that advance IPM knowledge in agricultural, urban, or wildland settings through traditional research. Non-Profit CFROG Enriches Community with CARB Grant Projects, Including Environmental Academy for High Schoolers

In June of 2022, the non-profit Climate First: Replacing Oil and Gas (CFROG) successfully completed four projects that were supported by a CARB grant, awarded to them in 2019. The non-profit, based in Ventura County, strived to educate community members and measure air quality with their projects.  CFROG was started in 2013 in response to a proposed oil drilling operation in Ventura County. A group of neighbors got together and advocated against the effort and acted as community watchdogs from then on. CFROG gained tax-exempt status in 2014. In 2018, the organization’s focus shifted from not only monitoring oil and gas proposals but advocating for a green transition and clean solutions as well.   The Environmental Justice Thriving Communities Technical Assistance Centers Program The Environmental Justice Thriving Communities Technical Assistance Centers (EJ TCTAC) Program provides grant funding to eligible applicants to establish technical assistance centers across the nation providing technical assistance, training, and related support to communities with environmental justice concerns and their partners. The new technical assistance centers will provide training, assistance, and capacity building on writing grant proposals, navigating federal systems such as Grants.gov and SAM.gov, and effectively managing grant funding. These centers will also provide guidance on community engagement, meeting facilitation, and translation and interpretation services for limited English-speaking participants. CARB’s Regulation for the Reporting of Criteria Air Pollutants and Toxic Air Contaminants The Regulation for the Reporting of Criteria Air Pollutants and Toxic Air Contaminants (known as the Criteria and Toxics Reporting Regulation, or CTR) was developed in response to Assembly Bill 617 (AB 617) , which specified that CARB require the operators of stationary sources to annually report their emissions of criteria air pollutants and toxic air contaminants using a uniform statewide system of reporting. In addition, CTR was developed to meet the needs of numerous other CARB programs, like the community right-to-know tenets established in AB 197 , and the toxic air contaminant emissions data necessary to evaluate health risks according to the AB 2588 “Hot Spots” program .  Stationary sources of air pollution, like refineries, power plants, chrome plating shops, auto body shops and gas stations, emit a variety of air pollutants.
