In 2020, they were responsible for approximately 52% of on-road mobile source oxides of nitrogen (NOx) emissions and 54% of on-road mobile source particulate matter (PM) 2.5 emissions. About 70% of Californians live in areas that exceed the federal ozone and PM 2.5 standards (CARB, 2020d). These emissions pose serious threats to human health and the environment.   Ocean-Going Freight Activities  2023 Update #8     Commercial Harbor Craft (CHC) Regulation On December 30, 2022, the Office of Administrative Law (OAL) approved amendments to the Commercial Harbor Craft (CHC) Regulation, section 93118.5, title 17, chapter 1, subchapter 7.5, and section 2299.5, title 13, division 3, chapter 5.1 of the California Code of Regulations (CCR).  The Amended CHC Regulation went into effect January 1, 2023.  The amended CHC Regulation will reduce emissions from harbor craft operated near California’s coast and improve public health in nearby communities. The amendments also have Zero Emission and Advanced Technology requirements, incentives, and requires shore power while at dock to limit engine idling.   Beginning August 30, 2023, eligible trucking fleets can access flexible financing options for zero-emission trucks through the Innovative Small e-Fleet Pilot (ISEF). Small trucking fleets and owner-operators face many barriers to adopting zero-emission technology, such as high upfront costs, limited financing & insurance options, and complex planning for fueling infrastructure. By dedicating a portion of HVIP funds to small fleets, CARB will better understand the specific needs of this traditionally underserved group and support their transition to zero-emission, especially for those subject to the  Advanced Clean Fleets regulation . ISEF funding allows small fleets to request enhanced vouchers for standard financing, lease, rental, and truck-as-a-service options. In a study funded by the California Air Resources Board Community Grants Program, researchers conducted local air quality monitoring that detects coal-specific particulate matter air pollution at a current coal terminal in Richmond and the associated rail lines and holding yard. When comparing particulate emissions from trains in Richmond they documented significantly more PM2.5 pollution from trains containing coal than from empty coal trains, passenger trains, and other freight trains, as NCIO reported late last month .
