Proposed amendments to CARB's In-Use Off-Road Diesel-Fueled Fleets Regulation
The California Air Resources Board (CARB) is currently
working on potential amendments to the In-Use Off-Road Diesel-Fueled Fleets
Regulation. The current Regulation requires fleets to meet their performance
requirements, report and label their equipment, and limit idling to 5 minutes
among other requirements. This Regulation is applicable to all self-propelled
off-road diesel vehicles that are 25 horsepower or greater. Typically, this is
equipment used in construction, mining, industrial operations, and other
industries.
These amendments are expected to lower emissions of criteria
pollutants (oxides of nitrogen) and toxic air contaminants (particulate
matter), but its provisions may impact disadvantaged communities. We would like
to involve community groups in the amendment process so that we can better
understand how this regulation may impact California communities, and get
feedback on how CARB can minimize any negative impacts and maximize the
benefits.
The potential amendments thus far include but are not
limited to: an operational backstop on the oldest equipment, extension of the
Adding Vehicles Provision which limits the equipment a fleet can add, low-use
exemption modification, requirements for Prime Contractors and Public Works
Awarding Bodies, and requirements for fleets to use Renewable Diesel. The next virtual
workshop will be on December 14, 2021 where CARB will present a more refined
and comprehensive proposal for the potential amendments to the Regulation that
builds upon the concepts presented at the kick-off workshop in May 2021 and
workgroups that followed. A portion of the workshop will also be focused on the
off-road inventory which will cover data sources and methodology for the
emission inventory, including population, activity, emission rates and more.
