The California Air
Resources Board (CARB) is pleased to announce a competitive grant
solicitation for an administrator to implement the Electric Bicycle
Incentive Project (EBIP) for Fiscal Year (FY) 2021-22.
EBIP is a new project
intended to encourage adoption of electric bicycles by low income
individuals as a replacement for motor vehicle trips. Consistent with the
goals of Senate Bill 375, EBIP will increase access to clean transportation
options while offsetting vehicle miles traveled by incentivizing electric
bicycles (e-bikes). A portion of project funds will support the development
and administration of a virtual bike safety class. EBIP will provide
incentives for eligible e-bikes to income-qualified consumers at the time
of purchase, on a first-come, first-serve basis. Furthermore, EBIP will
pilot an approach that aims to 1) help people replace car trips with e-bike
trips, 2) increase access to electric bicycles, and 3) reduce greenhouse
gas emissions and improve air quality.
This competitive solicitation
is open to local air districts, other California-based public entities, or
California-based non-profit organizations with electric bicycle, vehicle
incentive project, and/or air quality expertise. This solicitation includes
an option for new Grant Agreements to implement funding in fiscal years FY
2022-23 and FY 2023‑24, if additional funds become available.
Applications are to be
submitted in person or via a delivery service provider (United States
Postal Service, United Parcel Service, FedEx, etc.) and must be delivered
to CARB no later than 5:00
p.m. (PDT), Wednesday, May 11, 2022.
CARB will hold one
Applicant Zoom Teleconference, at which time staff will be available to
answer questions potential applicants may have regarding eligibility,
application completion, and other requirements.

Interested parties may
email questions prior to the Applicant Zoom Teleconference. Staff will not
respond to questions regarding this solicitation via email, but will

Zoom Teleconference. Staff also will not respond to new questions
after the Teleconference has taken place. All answers provided during the
teleconference are draft; the questions emailed in advance and the
questions and answers provided during the Applicant Zoom Teleconference
will be reviewed and a final response will be posted on the CARB grant
solicitations webpage within one week after the Teleconference at the Low Carbon Transportation
Investments and AQIP Grant Solicitations page.
Background
For FY 2021-22, the
Legislature appropriated $10 million from the General Fund to provide
financial incentives for purchasing electric bicycles. The Board, on
November 19, 2021, approved the annual Clean Transportation Investments
Funding Plan, and directed that $10 million be allocated to EBIP.
