Chrome Plating Amendments

The Hexavalent Chromium Airborne Toxic Control Measure for Chrome Plating and Chromic Acid Anodizing Operations (Proposed Amendments) were presented to the CARB Board on January 27, 2023, in person at CARB’s Southern California Headquarters in Riverside, California. This was the first of two public hearings on the Proposed Amendments. The Proposed Amendments affect chrome plating facilities in the State and would eventually phase out the use of hexavalent chromium in chrome plating and chromic acid anodizing operations. Chrome plating facilities are often located in disadvantaged communities, and reducing hexavalent chromium emissions would reduce the risk of cancer. Members of the public gave oral comments in person or over Zoom.

As directed by the Board at the January 27, 2023, hearing, staff is proposing to provide an alternative phase out pathway for decorative plating facilities who elect to continue to use hexavalent chromium in their chrome plating processes after January 1, 2027. The alternative phase out pathway will allow decorative plating facilities to delay the phase out of the use of hexavalent chromium by complying with building enclosure requirements to reduce fugitive emissions starting in 2026 until the phase out on January 1, 2030. Decorative chrome plating facilities that do not choose the alternative phase out pathway must phase out hexavalent chromium by January 1, 2027, as previously required by the Proposed Amendments.

The second board hearing on the Proposed Amendments is anticipated to occur on May 25, 2023, at CARB’s Southern California Headquarters in Riverside, California. This meeting is scheduled to be a hybrid meeting, in which the public can attend in person or over Zoom. The public is encouraged to attend the meeting and provide their comments to the Board.  The CARB Board is expected to vote on the Proposed Amendments during this meeting.
