Evening Community Meeting: Clean Mobility Equity and Light-Duty Vehicle Investments and More

Public Work Group on August 15, 2023

The California Air Resources Board is hosting a series of monthly Community Evening Meetings to discuss their plans for funding clean transportation. These meetings will focus on the Fiscal Year (FY) 2023-24 Clean Transportation Incentives Funding Plan Development Process. The Funding Plan explains how CARB will spend money on projects related to zero-emission vehicles (ZEVs) and improving air quality. They will use the ZEV funding package and funds from the Low Carbon Transportation and Air Quality Improvement Programs to support these investments.

During this meeting, CARB staff will give a summary of daytime work group meetings held in the month of August, including a work group on Clean Mobility Equity and Light Duty Vehicle Investments and another work group on program updates for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) and the Clean Off-Road Equipment Voucher Incentive Project (CORE). Community members will have ample time for questions and discussion with CARB staff on these daytime work group topics as well as the FY 2023-24 Clean Transportation Incentives Funding Plan overall.

This meeting will be recorded. Approximately two weeks after the meeting date, a link to the recording and a list of workgroup attendees will be made available and posted on the Low Carbon Transportation Investments and AQIP Meetings and Workshops webpage.

Staff will hold monthly virtual Evening Community Meetings on the third Tuesday of each month between June and October 2023 to discuss Funding Plan Development. Information on these and all other upcoming meetings can be found on the Low Carbon Transportation Investments and AQIP Meetings and Workshops webpage. The second workshop for the FY 2023-24 Funding Plan Development Process will be held virtually on August 31, 2023, from 10:00 am – 3:00 pm.


Purpose of the Work Group

This is the third in a series of Evening Community Meetings CARB staff will host on the development of the FY 2023-24 Funding Plan. In addition to the public workshops and workgroup meetings, CARB staff will host a platform to listen to community voices on their clean transportation needs. Community members may also engage with staff by participating in a brief Community Survey to let the Funding Plan team know what investment priorities and policies they would like to see in their community. CARB staff anticipates releasing a Proposed FY 2023-24 Funding Plan in the fall of 2023 prior to Board consideration.

The work group agenda is now available. Staff’s presentation will be posted prior to the workshop on CARB’s Low Carbon Transportation/AQIP website.

Background

Annual Funding Plan for Clean Transportation Incentives:
The Annual Funding Plan for Clean Transportation Incentives is a detailed outline of how money will be spent on programs related to low-carbon transportation and air quality. This plan is created each fiscal year and guides the allocation of funds given to CARB through the State budget. It includes information on CARB's goals and strategies for investing in advanced technology for vehicles, as well as the types of projects that are eligible for funding and the criteria used to select them. The plan also specifies how the funds will be distributed among different projects, provides details on how the programs will be implemented, and explains the reasons behind these investment decisions.

ZEV Package for Low Carbon Transportation Funding:
The Low Carbon Transportation program is a part of the California Climate Investments initiative. This statewide program utilizes a significant amount of money generated from the Cap-and-Trade program to achieve multiple goals: reducing greenhouse gas emissions, boosting the economy, creating jobs, and enhancing public health and the environment, particularly in communities facing additional burdens. These investments aim to accelerate the shift toward low carbon transportation, with a focus on improving the well-being and economic prosperity of California's most vulnerable communities. To date, more than 58 percent of CARB's Low Carbon Transportation funding has directly benefited low-income households and disadvantaged communities.

Over the past nine budget cycles, the California Legislature has allocated over $6.2 billion to CARB for Low Carbon Transportation projects aimed at reducing greenhouse gas emissions. Initially, the funds primarily came from the proceeds of Cap-and-Trade Auctions. However, more recently, additional funding has been provided from the General Fund and environmental enforcement settlements. Currently, we are in the third year of a five-year $8.9 billion multi-agency accelerated Zero-Emission Vehicle (ZEV) funding package. This comprehensive plan was jointly agreed upon by the Governor and the Legislature to promote the equitable development of the ZEV market, both in the light-duty and heavy-duty transportation sectors. CARB is working closely with the California Energy Commission, California State Transportation Agency, and the Governor's Office of Business and Economic Development to effectively implement the funding package for ZEV initiatives. In the State Budget for the Fiscal Year 2023-24, the Governor has allocated $248.64 million to CARB in the ZEV package.

Air Quality Improvement Program:
AQIP is a program that offers incentives to reduce pollution from vehicles. It specifically targets pollutants known as criteria pollutants and diesel particulates, while also helping to lower greenhouse gas emissions. In the budget for the Fiscal Year 2023-24, there is an allocation of $28.64 million for AQIP. This program has been supporting various initiatives for many years, including the Truck Loan Assistance Program since 2009. It has also funded projects like the Clean Vehicle Rebate Project, which provides rebates for clean vehicles, as well as programs that offer vouchers for clean trucks and buses. Additionally, AQIP has supported advanced technology demonstration projects to showcase innovative transportation solutions.
