Final Draft Blueprint Now Available
CARB staff released the
Final Draft of the Community Air Protection Program Blueprint 2.0 (Final Draft Blueprint
2.0) for public comment that will be
considered for adoption by the CARB governing Board at its October 26, 2023,
meeting. During the Board meeting, public comments are welcomed in-person or
virtually.
The Final Draft
Blueprint 2.0 serves as CARB staff’s proposed five-year Statewide Strategy and
strategy implementation guidance to reduce emissions of toxic air contaminants
and criteria air pollutants in communities affected by a high cumulative
exposure burden. The Final Blueprint 2.0 revisions reflect the experience and
lessons learned from the first years of the program development and
implementation. The CARB Board adopted the first Community Air Protection
Blueprint in September 2018 (2018 Program Blueprint)
and Blueprint 2.0 is intended to replace it.
Blueprint 2.0 consists
of two parts:
- Part
One details the 5-yr Statewide Strategy to reduce emissions of toxic air
contaminants and criteria air pollutants in communities affected by a high
cumulative exposure burden, including the mission, vision, guiding
principles, goals, objectives, and priority actions for CARB and air
districts in implementing Program activities;
- Part Two provides implementation
guidance to help all Program partners (e.g., air districts, communities,
affected industry, and other partners) participate in the process to improve
air quality at the community scale. This guidance reiterates our
commitment to finalizing the emissions reduction plans formed by selected
communities as well as reducing harmful emissions and exposure to toxic
air contaminants and criteria air pollution in consistently nominated
communities by using local community emission reduction plans,
community-focused enforcement, and increased flexibility of
incentives.
Blueprint 2.0 is
significantly informed by The People’s Blueprint,
which was developed by environmental justice leaders, and recommends an
equity-centered approach to implement the Program.
A Draft Blueprint 2.0 was released on June 2, 2023, and was open for public comment
until July 31, 2023.
