Documents Available for the 2022 TRU ATCM Amendments
New Regulatory Requirements Begin December 31, 2023
On
February 24, 2022, CARB adopted amendments (2022 Amendments) to the Airborne
Toxic Control Measure for In-Use Diesel-Fueled Transport Refrigeration Units
(TRU) and TRU Generator Sets, and Facilities Where TRUs Operate (TRU ATCM) to
achieve additional emission and health risk reductions from diesel-powered TRUs
and increase the use of zero emission technology in the off-road
sector. The 2022 Amendments will help meet the State’s multiple risk reduction,
air quality, and climate goals, as well as the directive of Executive
Order N-79-20,
which set a goal for 100 percent zero-emission off-road vehicles and equipment
in the State by 2035.
CARB
posted guidance documents on new regulatory requirements included in the
2022 Amendments that begin on December 31, 2023. While the documents are
intended to assist with compliance efforts, it is the sole responsibility of
each regulated entity to ensure compliance with the TRU ATCM. The guidance

Holds Community-Focused Event and Public Kick-Off Workshop for New Non-Truck

Community-Focused Event: An Introduction to Transport
Refrigeration Units and California Air Resources Board’s Regulation Process –
Interactive and Informative Session
CARB
hosted a virtual and interactive informative session on September 12, 2023, to
present an introduction to TRUs and a summary of CARB’s regulation development
process (regulation process). The community-focused session also included an
overview and goals of a new Community Engagement Plan as part of the Non-Truck
TRU regulation development, with an opportunity to provide guidance on how to
improve the process moving forward.
The
purpose of this community-focused event was to bring awareness to TRUs
operating in and near California communities, share information on CARB's
regulation process, and highlight how the public can participate throughout the
Non-Truck TRU regulation development process.

Non-Truck TRU Regulation Concepts Kick-Off Workshop CARB
hosted a public kickoff workshop to explore some initial ideas for potential
concepts to transition non-truck TRUs, which include trailer TRUs, domestic
shipping container TRUs, railcar TRUs, and TRU generator sets, to zero-emission
technology. Staff
presented background information on non-truck TRUs and shared updates on
pre-regulation development outreach and research. Staff also recapped the
state of zero emission technology, shared costs, and discussed zero-emission
infrastructure. The meeting materials are available on the TRU Meetings &
